PUBLIC HEARING: 5 YEAR CAPITAL IMPROVEMENT PLAN & THE ISSUANCE OF GENERAL OBLIGATION BONDS

NOTICE IS HEREBY GIVEN that the City Council of the City of Columbus, Minnesota (the “City”) will meet on Wednesday, July 22, 2026, at or after 6:00 p.m., at City Hall, located at 16319 Kettle River Boulevard in the City to hold a public hearing concerning (1) the adoption of a five-year capital improvement plan (the “Plan”) pursuant to Minnesota Statutes, Section 475.521, as amended (the “Act”); and (2) the intention to issue general obligation bonds (the “CIP Bonds”) in one or more series, at one time or from time to time, in an aggregate amount not to exceed $5,300,000, to finance costs of the capital improvements set forth in the Plan, including without limitation the construction of a new city hall.

A copy of the Plan is on file with the City Administrator and is available for public inspection at City Hall during regular business hours. Questions or comments may be directed to the City Administrator’s office.

If a petition requesting a vote on the issuance of the CIP Bonds under the Act, signed by voters equal to 5% of the votes cast in the City in the last general election, is filed with the City Administrator within 30 days after the public hearing, the City may issue the CIP Bonds only after obtaining approval of a majority of voters voting on the question at an election.

All interested persons may appear and be heard at the public hearing either orally or in writing or may file written comments with the City Administrator before the hearing.
